TLA- Draft Approval Authorization to Construct

Next Steps: TLA-Holbrook is now required to give Public Notice. TLA-Holbrook must publish a notice in a local newspaper and notify all abutters that the DRAFT permit is available for review. Once TLA-Holbrook provides MassDEP with documentation that all Public Notice requirements were met,  a 30-day public comment period will start.  MassDEP will notify you – via email – when the public comment period begins.
How do I comment? Once the Public Comment period is open, Public Comments can be submitted to MassDEP in one of three ways:

HOW TO SUBMIT COMMENTS ONLINE:
*Scroll down on the first screen and click on the orange button that says “Search and/or Comment” à
      *Under Records, select site name “TLA HOLBROOK TRANSFER STATION”
*Submit your comments by filling out the required fields.
 
Reminder: The application may be reviewed online at: https://eeaonline.eea.state.ma.us/EEA/PublicApp/.
**Instructions: Scroll down on the first screen and in the “Site Name/Location Name” box type TLA Holbrook Transfer Station and then scroll down and click on the orange “Search” box the bottom of the page. Under “Record Type”, select the “Application” file with the 08/13/2021 “Application Date”. The Permit Application and supporting documents will appear in blue links. The letter is labeled (Other) TLA Holbrook ATC tech comments_04.04.2022.pdfIf you have any issues or if you would like MassDEP to email you a PDF copy or mail you a hard copy, please respond to this email with a request for help.
 
Then What? After the 30-day public comment period, MassDEP has 60-days to review public comments and determine if all comments have been adequately addressed. If the application is Technically Complete and all comments have been adequately addressed, MassDEP will issue a FINAL permit authorizing construction of the facility along with a Response to Public Comments received document.
 
*Note, TLA-Holbrook must comply with any other applicable Federal, State, or Local regulations and requirements that may be required prior to construction.
*Note, Upon completion of the construction of the Transfer Station, TLA-Holbrook must submit a BWP SW 06 “Authorization to Operate” (“ATO”) permit application to MassDEP for review and approval.
